If you remember one thing about xiangqi strategy, remember that chariots decide games. They slide any distance along ranks and files, they are worth about twice a horse or a cannon, and an attack without one is almost never real. The whole opening phase is essentially an argument about which files the chariots take.
With the Horse developed out of the way, the Chariot can already reach a long row of points. Compare that with the start, where it had almost nothing.
How it moves

Get them out early
Because the board starts with open files, chariots reach useful squares far faster in xiangqi than rooks do in western chess. A player who leaves both chariots at home for ten moves is effectively playing a piece down.
If you are ever unsure what to play in the opening, develop a chariot. It is rarely the best move and almost never a bad one.
Cross the river, or patrol it
A chariot that crosses into the opponent's half attacks soldiers, horses and defenders at once, and little except another chariot can chase it away. That is the plan behind a whole family of named openings.
The patient alternative is to patrol the rank just in front of the river, defending your own soldiers and watching the crossing points. Cross when you have a target; patrol when you do not.
Two chariots are more than twice one
A pair of chariots mates by themselves, walking the General up the ranks in a staircase until it runs out of palace. This is why defenders will give up material to trade one off, and why you should think twice before allowing that trade when you are the attacker.

- Is the Chariot the same as a rook?
- Yes, its movement is identical. The difference is context: xiangqi boards open faster, so chariots become active much earlier.
- What is a chariot worth in xiangqi?
- Roughly two horses or two cannons. Giving up a chariot for a horse and a soldier is usually a bad trade, even when it looks tempting.
- Should I trade chariots?
- If you are defending, yes, almost always. Each trade takes an attacker off the board. If you are attacking, avoid it unless the trade wins something concrete.
